The path that goes from welfareto work should combine programs and services forhuman and social development with labor and incomegenerationopportunities. To be viable, however, socialpromotion interventions should be focused ongeographical areas with a high concentration of poverty,specifically on the poorest families.An intersectoral decentralized and participativeapproach can produce synergetic effects capable ofproviding greater impact for poverty and inequalityreduction policies, and capable of contributing to theirsustainability.Although Favela-Bairro has been based on the ideaof integrated urban infrastructure interventions, initiallythe program did not incorporate all the basic componentsof an integral approach strategy. These componentsweregradually incorporated into its design as a resultof the participatory process and the transformationsthat occurred in the municipal administration.Favela-Bairro is the result of an evolving processthat resulted in the creation of a typical integraldevelopment model with a territorial base thatincorporates life-cycle perspectives.Rio de Janeiro inhabitants, either living in favelasor not, recognize the importance of the Favela-Bairroprogram. A public opinion poll carried out in 2003 askedcariocas (as Rio residents are called) to choose froma list of governmental programs the one to which thenext mayor should give priority. Favela-Bairro waschosen in first place in all three rounds of the survey.The same institute asked respondents about the mostimportant project for the city, and again Favela-Bairroranked first: 26.1 percent of respondents have electedFavela-Bairro as more important than programs suchas minimum income, popularrestaurants, and evenessential works in major city roads.(www.worldbank.org on September 10, 2005)
